What Internet Security program are you using? Specifying the program you use could be a little helpful to us and you.

look in windows help. learn about your machine just for starters. limited users can not download anything.
You need to adjust the settings from the Control Panel followed by Security Center and then make the necessary changes.
Sounds like the firewall or at least the firewall settings, if you set them to ask you first rather than automatically block the downloads.

On some programs you can allow a link by pressing ctrl when you click on the link for the download.
Your internet security settings are working fine there stopping you downloading worms/trojans from p2p sites.
You are referring to Internet Explorer, either 6 or 7.

These are the default settings, as previously mentioned to prevent you from downloading malicious content.

These can be over-ridden easily, NORMALLY. However, I advise caution before we continue........ You have to be ABSOLUTELY sure you trust the content, i.e. a driver from the manufacturers site, or a file for school/work, e.g. if its a messenger add-on, well it's not really necessary. In other words you have to sure of the source and trust that source. If there is any doubt.... don't!

A yellow bar, MS call it gold, will appear at the top of the page you are viewing, below all the menus, buttons and toolbars. Right click it, and a menu will appear. Click allow or temporarily allow, but remember be sure of content!
